Merge PDF
Combine several PDFs and images into a single PDF for forms that allow only one document upload.
🔒 Files are processed in your browser and are not uploaded to GovBabu servers.
How to use
- Click the upload box and choose two or more PDFs or images (JPG, PNG or WebP). You can add more files in several rounds.
- Check the list: files merge in the order shown. Use ✕ to remove one.
- Click “Merge into one PDF” and download the result.
What to expect
- Each file can be up to 15 MB. At least two files are needed.
- Each page of every PDF, and each image, becomes one page of the merged PDF.
- The result is rebuilt from page images, so text inside the original PDF will not be selectable or searchable.
- The merged PDF can be larger than the originals; run it through Compress PDF if the form has a size limit.
- The pdf.js reader is loaded only when a PDF is part of the merge. It fetches the reader code, not your files.
Common questions
Can I change the order of the files?
Files merge in the order you added them. To change the order, remove a file with ✕ and add it again.
Can I merge images and PDFs together?
Yes. JPG, PNG and WebP images are each added as one page, alongside the pages of any PDFs.
Is my merged PDF searchable?
No. Pages are rebuilt from images, so text in the originals will not be selectable in the merged file.
